Joshua Walter Barrick, 41, of Newport, was arrested on Tuesday, September 6 in connection with the deadly overdose of Marvin Lee Biggs, IV, 37, of Townsend, Delaware, Carlisle police stated in a release the following day.
Brianna Nichole Billet, 24, also of Newport, was also arraigned in connection with the drug delivery resulting in Biggs' death, the previous Friday, according to an earlier release by the police and court documents.
Biggs had been found unresponsive in the 400 block of North East Street in Carlisle around 2 a.m. on June 28, police say.
He was taken to UPMC Carlisle where he died from a fentanyl overdose the following day, according to the Cumberland County coroner's office and his obituary.
Barrick and Billet both have been charged with multiple felonies including Drug Delivery Resulting In Death; Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver; Criminal Use Of Communication Facility, and have been denied bail due to state law on deaths of this nature, according to documents.
Billet was committed to the Cumberland County Prison, her court docket shows.
Barrick has a lengthy criminal record and had pending drug-related charges in Perry County, so he's being held in that area's prison, police say.
Biggs worked at Troy Construction, according to his obituary. He loved to travel, garden, play basketball with his son, watch the Denver Broncos, and "learn new trades that always turned in to natural talents," as stated in his obituary.
He was a loving, caring, and kindhearted father, and dearly loved his son Justice, "nothing made him shine brighter.", son, brother, uncle, and friend.
The "love of his life, Lacey Zebroski," died suddenly in April 2021, according to a GoFundMe started by her brother Eric.
He is survived by his father, Marvin E. Biggs, III, his stepmother, Terri, his son, Justice, his brother, Brandon, his sisters, Sarina and Candice, his nieces, Devin & Kailyn Biggs, and nephew Aaron Kirby. He is also survived by Kim Zebroski (Lacey’s Mother), and Eric and Joey Zebroski (Lacey’s brothers), aunts, uncles, and many cousins, according to his obituary.
"Marvin’s last act of kindness was donating his body to gift of life and was able to help people in need," his family states in his obituary.
His funeral and memorial services were held privately.
Preliminary hearings for Billet and Barrick have been set before Magisterial District Judge Jonathan R. Birbeck at 1:15 p.m. on Sept. 14, court records show.
